Crystal Council Ponders Melting Away Residential Snow Clearing Requirements


“Crystal may take on the snow clearing duties for all of the city’s sidewalks if the council passes updates to its current code. The change would strike language from the code that requires residents to clear their sidewalks within 12 hours of a snowfall.

Amid a winter full of snow events, the Crystal City Council has been plowing away at its own city code, a gradual process that, with the help of 14 citizen volunteers reading through the 13-chapter book of codes, has pinpointed several codes worthy of updates.

The council is currently on chapter 8, which includes the rules pertaining to snow clearing. When council members noticed that the code states that residents must clear their sidewalks within 12 hours of a snow event, some began questioning whether that was fair to residents…

…{Budziszewski} believes the city should bear the burden of maintaining its own infrastructure.

“I think that anytime there’s a new sidewalk that we’ve installed in Crystal, to be able to facilitate a connection between a public facility and the residents in that neighborhood, I think that yes, we bear the responsibility of maintaining that sidewalk, whether it’s sidewalk repair or snow removal.”

..If approved, the change would go into effect in 2019.
